Evidence supported the Immigration Judge's finding that petitioner had committed serious nonpolitical crimes in Guatemala and that he was ineligible for asylum and withholding of removal; claims under the Convention Against Torture were waived as petitioner did not raise them in his opening brief; in any event, the claims would fail on the merits as there was no evidence Guatemalan authorities knew of petitioner's involvement in the activities because he was never detained or questioned; Immigration Judge's refusal to permit petitioner to supplement the record seven months after the conclusion of his hearing was not an abuse of discretion.
