persecution on the basis of her membership in the Galgale clan, an issue
the BIA did not resolve, the BIA's decision that the government rebutted
the resulting presumption that she had a well-founded fear of future
persecution was not supported by substantial evidence. Case remanded to
the BIA for further proceedings, including the introduction of additional
evidence on current conditions in Somalia.
