   Petition for Review - Labor. On remand following evidentiary hearing, 
   Board concluded employer engaged in unfair labor practice by refusing to 
   bargain with certified union. Employer petitions for review certification 
   of union because of board agent's misconduct. Board did not abuse its 
   discretion in declining to set aside the election because no evidence of 
   disenfranchisement and agent's conduct was not inconsistent with 
   Board's duty of impartiality. 
   Board's petition for enforcement is granted.
