Civil case - civil rights. City's order barring plaintiff from entering city
buildings while an employee he had allegedly harassed was present did
not significantly burden his associational rights, and the district court did
not err in granting city's motion for summary judgment on claim the
order violated plaintiff's civil rights; due process challenge to order
rejected, as plaintiff had an opportunity to contest the harassment charges
and chose not to.
