Civil case - Federal Crop Insurance Act. District court did not err in
determining that the Federal Crop Insurance Act did not preclude the
Commissioner of the Minnesota Department of Commerce from
enforcing state regulatory standards designed to ensure that insurance
companies handle policy holder claims in a reasonable manner;
Commissioner's actions were purely investigatory and did not impose any
duty or obligation on the insurer which would be inconsistent with the
regulatory scheme established by the Federal Crop Insurance Act. Judge
Colloton, dissenting.
