controlling weight to claimant's treating clinicians' opinions as to his
functional capacity, as those opinions were not supported by the other
evidence in the case, including claimant's own testimony; no error in
evaluating or weighing nonexamining state agency consultants' reports;
ALJ's finding concerning claimant's mental residual functional capacity
was supported by substantial evidence; question posed to the vocational
expert was properly phrased.
