   signs was content-neutral on its face; the ordinance was constitutional
   because it was narrowly tailored to serve a significant government
   interest in assuring traffic safety and public esthetics and allowed ample
   alternative channels for communication of plaintiff's messages. Judge
   Colloton, concurring in the judgement. Judge Hansen, dissenting.
