Civil Case - civil rights; abstention. District court's grant of
preliminary injunction enjoining state eminent domain proceedings is
reversed, as the factors for federal abstention were satisfied and there was
insufficient evidence to support the bad faith exception to the Younger
doctrine. The district court thus abused its discretion in not abstaining
