Criminal case - criminal law. District court erred in suppressing
package seized following commercial mail receiving agency's request to
investigate a suspicious package; subjecting the package to a drug dog
sniff was a seizure requiring reasonable suspicion; however, the officer's
observations and his knowledge concerning certain characteristics of drug
package provided a reasonable and articulable suspicion to detain the
package and subject it to the dog's sniff. Judge Smith, Dissenting.
