city's stated reasons for promoting another person to the position of
temporary Detention Manager - she had not presented a doctor's release
indicating she was fit for duty- was a pretext for disability discrimination;
nor did plaintiff show the city's stated reason for hiring another person as
permanent Detention Manager was a pretext for race and disability
discrimination, as she could not show the person hired was less qualified
for the job than she was.
