Civil Case - Interstate Commerce Termination Act - preemption. Railroad seeks declaration that ICCTA preempts state law's requirement that railroad pay to maintain railroad bridges. Railroad failed to establish that ICCTA's preemption provision preempts state administrative proceedings commenced by state agency in response to county's petition to order railroad to pay for bridge repairs.
