Civil case - employment discrimination. The district court did not err in
granting summary judgment for the government on plaintiff's reverse-
discrimination claim, as plaintiff failed to show the stated reason for
promoting another employee to a counselor position was a pretext for
race discrimination; memo suggesting need to recruit more minority
counselors was not evidence of pretext; evidence showed decision-maker
was unaware of the age of any of the candidates, and plaintiff could not
show his non-selection was based on his age.
