   Civil Case - FTCA. District court properly dismissed claims against 
   Small Business Administration on grounds of sovereign immunity 
   because fraud claim could only be brought under Federal Tort Claims Act 
   and plaintiff failed to exhaust her administrative remedies. Court lacks 
   jurisdiction over claims against other defendants and district court's 
   decision to decline to exercise supplemental jurisdiction is affirmed.
