   motivating factor in his termination as road foreman; alternatively, even 
   if plaintiff was dismissed for his political affiliation, the uncontradicted 
   evidence showed that political loyalty was an appropriate requirement for 
   the job, as the foreman reports directly to the elected official and his 
   duties include public relations and responsibility for long-range planning.
