Civil Case - Federal Tort Claims Act. Medical malpractice claim
against federally-funded physician was properly dismissed as barred by the
two-year statute of limitations. Statute was not tolled by infancy. Parent
of injured baby was a minor, but knew of the existence and probable cause
of baby's injuries. Parent had opportunity to pursue administrative claim
after she achieved adulthood and before statute of limitations ran.
