petitioner's family were killed by rebel forces in Sierra Leone was an
isolated incident far from where petitioner was living and was not
sufficient evidence of possible political or ethnic persecution sufficient
to establish a claim of past persecution; substantial evidence supported
BIA's rejection of petitioner's claim of a well-founded fear of future
persecution, either by demobilized rebel forces or by the Kabbah
government, if he returned to Sierra Leone.
