representation, as its decision to withdraw from the grievance process
was not so far outside the range of reasonableness as to be irrational;
claim that plaintiff's termination violated the Collective Bargaining
Agreement was preempted by the Railway Labor Act, and the district
court did not have jurisdiction to consider the merits of the claim;
none of the exceptions to RLA preemption relied upon by plaintiff apply
to this case.
