Petition for Review. Immigration. Petitioner's imprisonment in a Communist-run concentration camp in Laos constituted past persecution based on his political opinion; therefore, he was entitled to the presumption that he had a well-founded fear of future persecution if he were returned to Laos, and the burden was on the government to prove a fundamental change in conditions in Laos such that petitioner would no longer have a well-founded fear of future persecution; reversed and remanded for further proceedings.
