  Civil Case - Indian law. District court properly concluded it lacked 
   subject matter jurisdiction over dispute over Indian land transfer. Case 
   does not arise under laws of the United States, as controversy of intra- 
   tribal contract centered around tribal law. Mandamus does not lie 
   because plaintiff did not name federal officer. Secretary of Interior may 
   refuse to approve transfer only after transfer is completed. Case is
