Civil case - Fair Housing Act. Assuming plaintiffs made a prima facie
case that defendant's actions concerning the projects in question would
violate the Fair Housing Act by having a disparate impact on protected
classes, defendant articulated general and specific objectives for the
projects which were legitimate and facially neutral, and the district court
did not err in granting judgment for the Housing Authority; claim that
HUD violated its duty to affirmatively further fair housing rejected.
