U.S. Court of Appeals Case No: 04-1969
Eastern District of Arkansas
[PUBLISHED] [Loken, Author, with Hansen and M. Arnold, Author]
Civil case - civil rights. Defendants were not entitled to summary
judgment based on qualified immunity as no reasonable police officer
could have believed that he had reason to arrest plaintiff, an on-looker to
a police confrontation, for obstruction of governmental operations or for
any other purported crime; order allowing plaintiff to amend his
complaint was not reviewable in an appeal from an order denying
summary judgment on qualified immunity grounds.
