Prisoner case - prisoner civil rights. District court did not abuse its
discretion by denying motion for appointment of counsel, as the case was
not factually complex, and plaintiff had a fair opportunity to present his
claims; at most, plaintiff's claims against treating physician made out a
case for malpractice and did not rise to the level of a constitutional
violation; district court erred in granting summary judgment to jail
employees on claim they violated plaintiff's fourth amendment rights by
failing to administer his anti-seizure medicine properly and by assigning
him to a top bunk despite his known seizure disorder.
