adjudicate Gurley's objection to the government's proof of claim
concerning CERCLA judgments in Gurley's bankruptcy proceeding
under 28 U.S.C. Sec. 1334(b); there was no need for the government to
issue a summons or serve a complaint once it filed its proof of claim;
proof of claim was not time barred; district court did not err in calculating
the amount of interest Gurley owed.
