Civil Case - declaratory judgment. District court's grant of abstention
in federal declaratory judgment action filed by insurer is reversed.
Because state court and federal action were not parallel, broad discretion
for exercising declaratory judgment jurisdiction is not present. Court
adopts Fourth Circuit's 6-factor test. Applying the test here, the district
court abused its discretion in dismissing the declaratory judgment action.
