concluding petitioner had failed to establish that she had been subjected
to persecution; the acts she complained of were committed by a private
actor, and could not be imputed to the government; the record showed
the government promptly and thoroughly investigated the criminal acts
committed by the private actor and that the investigation forced him into
hiding; the IJ did not err in denying relief under the Convention Against
Torture.
