   Criminal case - Sentencing Guidelines. District court granted an
   unreasonable reduction based on defendant's provision of substantial
   assistance, and the case is remanded for resentencing; district court's
   analysis was flawed by its conclusion that timely and truthful cooperation
   always warrants a reduction of more than 50 percent, as the nature,
   extent, significance and usefulness of the assistance must also be
   considered, together with any risk or danger the defendant may have
   faced as a result of the cooperation; here, these latter factors did not
   justify an extraordinary reduction.
