Civil case - civil rights. Officer was not entitled to qualified immunity
on claims she injured plaintiff by improperly applying handcuffs while
arresting him for skateboarding in a public parking lot; evidence of the
seriousness and long-term nature of plaintiff's injuries was sufficient to
support an award of $153,000; on plaintiff's cross-appeal on attorneys'
fees, the district court's decisions about the hourly rate to be applied was
not an abuse of discretion, and the award of $51,692 is affirmed.
