   failing to credit to defendant's federal sentence the time he had already 
   served on state sentences in Iowa, Wisconsin and Missouri; guidelines 
   section 5G1.3(b) did not require the credit because the state convictions 
   were not fully taken into account in calculating the federal offense level.
