Civil Case - school desegregation. District court's denial of grant of
unitary status based on Little Rock School District's failure to comply
substantially with its contractual obligations under the Revised
Desegregation and Education Plan or the 2002 Compliance Remedy is
affirmed. Although district court's imposition of additional requirements
comes close to exceeding proper judicial enforcement, the court did not
clearly err in finding the school district failed to demonstrate substantial
compliance. Judge Gruender dissents in part.
