Federal Crop Insurance Corporation's interpretation of "Manager's Bulletin" setting out reimbursements for judgments was entitled to deference; interpretation was not arbitrary, capricious or an abuse of discretion; agency improperly denied reinsurance on compensatory damages, and plaintiff was entitled to reinsurance for that amount, plus court costs and pre-judgment interest on the amount.
