Civil Case - employment discrimination. Missouri Department of
Corrections is entitled to Eleventh Amendment immunity from claims
brought under 42 U.S.C. sec.1981. District court's grant of summary
judgment to department on race discrimination and retaliation claims are
affirmed, as employee did not show an adverse employment action;
placement on administrative leave is not adverse. Hostile work
environment claim failed because comments were insufficient to alter the
conditions of employment and indiscriminate vandalism did not have
sufficient racial character to establish hostile work environment.
