Civil case - Declaratory Judgment. Letters from states informing Young
America that they were authorizing defendant to perform an audit of
Young America to determine whether it was complying with state laws
concerning rebates and unclaimed property did not provide standing to
bring an action for a declaratory judgment and injunctive relief, as the
letters did nothing more than authorize audits and did not establish the
kind of injury in fact required to create standing.
