Iowa Protection and Advocacy Services has concluded its investigation into the death of one of Tanger Place's residents and no longer seeks access to the other residents; as a result, because plaintiff no longer seeks relief in federal court, there is no live controversy and the matter is moot; none of the exceptions to mootness doctrine applied in the case; the injunction entered in the case is vacated, and the case is remanded with directions to dismiss with prejudice.
