District court erred in denying defendant's motion for summary judgment as he was entitled to qualified immunity on the claim he violated plaintiffs' civil rights by signing under oath a criminal complaint against Karl Schenk; act of preparing and filing the criminal complaint in this case constituted a prosecutorial function for which Chavis, the State's Attorney, was entitled to absolute immunity.
