   Civil Case - civil rights. Zoning ordinance restricting firearms retailer
   from relocating dealership after lease terminated did not violate equal
   protection or due process, as a rational basis for prohibition existed,
   dealership did not show discrimination or favored treatment of others. 
   No substantive due process violation shown. Takings Clause claim was
   not ripe for review.
