Civil case - Telecommunications Act of 1996. Local dialing parity
is consistent with tandem routing and consistent with the
Telecommunications Act of 1996, and the Nebraska Public Service
Commission erred as a matter of law when it approved contract language
that excused Great Plains from the local dialing parity obligations of
Section 251(b)(3) of the Act; the Nebraska Public Service Commission
did not act arbitrarily or capriciously when it set the reciprocal
commission rate or the effective date for interim compensation; the
Commission did, however, err when it filed to make the interim
compensation symmetrical as required by 47 C.F.R. Sec. 57.715.
