plea agreement was a non-binding Rule 11(c)(3)(B) plea agreement;
district court substantially complied with the warnings required to be
given when a Type "B" plea is entered, and the plea colloquy and
agreement were sufficient to put defendant on notice that he would not be
allowed to withdraw his plea.
