Civil case - civil rights. In order for plaintiff to prove that his due
process right were violated by the delay in his release from custody, he
must show bot h that his detention shocks the conscience and that it was
caused by a county policy or custom evidencing a level of culpability akin
to criminal recklessness; twelve hour delay was not sufficiently
conscience shocking and plaintiff failed to show that the delay resulted
from the sort of intentionally harmful or reckless conduct needed for a
showing of deliberate indifference.
