Civil case. Plaintiffs' amended complaint claimed that the defendant
negligently inspected the rail tracks as shown by failure to comply with
the rules and regulations of the Federal Railroad Administration, and thus
the district court had jurisdiction through complete preemption of the
state law claims in the complaint; as a result, the district court erred in
remanding the case to state court.
