Civil case - Indian law. District court did not err in determining it
lacked jurisdiction to review the Bureau of Indian Affairs' recognition of
the Bear Elected Council because, to reach the merits of the case, the
court would have to construe and apply tribal law to determine whether
an election board has authority to file suit on behalf of the Tribe; further,
the court would then have to resolve an election dispute in order to
determine which election board is the proper party plaintiff, and election
disputes between competing tribal councils are nonjusticiable, intratribal
matters.
