Immigration Judge's determination that petitioners were firmly resettled in Australia before entering the U.S. was supported by substantial evidence, and the ALJ did not err in denying petitioners' request for asylum; petitioners failed to establish either of the exceptions to the firm-resettlement bar; fact that petitioners allowed their status in Australia to expire is irrelevant to the finding that they were firmly re-settled there.
