Parole board's decisions classifying Mayorga were at the heart of its jurisdiction, and the board members were entitled to absolute immunity on claim Mayorga was wrongly classified as a sex offender; supervisory defendants could not be personally liable as they did not have the power or authority to override the Board's classification decision, withdraw treatment requirements imposed by the Board or authorize Mayorga's early release from prison.
