   Civil case - civil rights. Plaintiff failed to create a prima facie case 
   that defendants discriminated against him on the basis of his race in the 
   award of a contract; assuming, without deciding, that plaintiff had a 
   property in a contract that should have been, but was not, open to 
   competitive bidding, he failed to show that he was the low bidder and thus 
   could not establish a legitimate claim of entitlement. Judge John R. Gibson,
