Civil case - Constitutional law. North Dakota laws imposing
restrictions on out-of-state hunters do not violate the U.S. Constitution;
Minnesota's dormant Commerce Clause claims ended with the passage of
the Reaffirmation of State Regulation of Resident and Nonresident
Hunting and Fishing Act of 2005, and the district court need not have
reached the merits of Minnesota's claim under the dormant Commerce
Clause; North Dakota laws authorizing residents to hunt without a license
on land they own or lease does not violate the Privileges and Immunity
Clause of the U.S. Constitution.
