Criminal case - Criminal law. District court erred in suppressing search
following traffic stop as state trooper had probable cause to search
defendant Alford's car after she stopped to observe the traffic stop of
her traveling companion, defendant Valle Cruz; Alford was not seized at
the initial encounter, and was only seized after the trooper had developed,
at the very least, a reasonable suspicion that she was engaged in criminal
activity.
