were not filed within the time limits set by Arkansas Rule of Criminal
Procedure 37, they were not properly filed within the meaning of 28
U.S.C. Sec. 2244(d)(2) and did not toll the federal statute of limitations;
state habeas petition filed in the wrong county was not properly filed for
purposes of Sec. 2244(d)(2).
