Civil case - Consumer law. Provisions of Regulation Z implementing
the Truth in Lending Act which state that only natural persons be
furnished periodic statements is a permissible reading of the Act;
CitiBank did not violate the Truth in Lending Act by failing to send
periodic statements to the Hess estate; incorporation of billing statement
into CitiBank's probate claim, read liberally in light of the minimal
pleading requirements of Missouri probate law, was sufficient to create
a claim for interest and provided the estate with reasonable notice that
CitiBank's probate claim included interest; CitiBank was entitled to
statutory interest on its claim and was entitled to the whole payment
made on the claim.
