   Petition for Review - immigration. Citizen of Kenya petitions for
   review decision denying asylum for fear of persecution based on her
   activities in human rights organizations. Immigration judge's finding that
   petitioner was not credible and that ascendance of party to position of
   power in ruling coalition suggested she would no longer have a well-
   founded fear of future persecution was supported by substantial evidence. 
   Corroborating testimony bore hallmarks of fraud, contained identifiable
   irregularities, and lacked supporting documentation. Petition for review
   is denied. Dissent by Judge Heaney.
