Petition for Review - immigration. Prior grant of asylum was reversed after new evidence raised doubt about petitioner's credibility. In terminating asylum, government bears burden to show fraud in the alien's application such that he or she was not eligible for asylum when it was granted. Neither IJ nor Board placed burden of fraud on government. Error was not harmless. Case is remanded to apply proper standard.
