Board of Immigration Appeals did not err in affirming denial of asylum as petitioners had failed to establish either past persecution or an objectively reasonable fear of future persecution based on a protected ground; no error in denying petitioners' claims under the Convention Against Torture; court could not review issue concerning denial of voluntary departure as it was not raised before the Board and, in any event, the court has no jurisdiction to review denial of voluntary departure.
